Delhi News Highlights: The Delhi High Court is set to hear bail petitions moved by former deputy chief minister Manish Sisodia in the Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) investigations pertaining to the now-scrapped Delhi excise policy on Friday.

In the wake of false bomb threat claims circulating on WhatsApp, the Delhi Police on Thursday urged the public to disregard them as the messages had “no truth in them”. Over 150 schools in the Delhi-NCR received identical threat emails, prompting evacuations and searches, but authorities found no explosives, declaring it a hoax. This comes a day after theDirectorate of Education (DoE) in Delhi issued an advisory to around 100 schools in the Delhi-NCR region. The advisory urged schools to promptly check official emails and notify authorities if anything suspicious is noticed.

Termination of DCW staff: BJP the biggest threat to women in this country, say Atishi, Saurabh Bharadwaj

Delhi ministers Atishi and Saurabh Bharadwaj on Thursday attacked Lt Governor V K Saxena and the BJP over the sacking of "illegally" appointed contractual employees of the Delhi Commission for Women (DCW), alleging that the saffron party is the "biggest threat" to women in the country. There was no immediate reaction from the L-G office.

The Women and Child Development (WCD) Department of the Delhi government terminated the services of 52 "illegally" appointed contractual staff of DCW, officials said on Thursday. The termination has been carried out on the basis of a report submitted by a committee way back in June, 2017

Fire breaks out in slum in Madanpur Khadar

A day after 100 shanties were gutted in the Shahbad dairy area, another blaze erupted in a slum in Madanpur Khadar area on Thursday evening.

"We received a call at 7.44 pm about a fire in the slum area of Madanpur Khadar area. We have pressed 13 fire vehicles to the spot," officers of the Delhi Fire Services told PTI.

Excise policy case: Delhi HC to hear Manish Sisodia’s bail pleas tomorrow

The Delhi High Court is set to hear bail petitions moved by former deputy chief minister Manish Sisodia in Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) probes pertaining to the now-scrapped Delhi excise policy on Friday.

The two petitions are listed before a single-judge bench of Justice Swarana Kanta Sharma. On Thursday, the matter was mentioned for “urgent listing” before a division bench of Acting Chief Justice Manmohan and Justice Manmeet Pritam Singh Arora, which observed that if the papers are in order by 12.30 pm on Thursday, the matter will be listed on Friday.

2020 Delhi riots: HC grants bail to 3 accused in IB staffer Ankit Sharma's murder case

The Delhi High Court on Thursday granted bail to three men in a case pertaining to the killing of Intelligence Bureau (IB) employee Ankit Sharma during the February 2020 northeast Delhi riots, saying during the pendency of trial, bail is the rule while jail is an exception.

"Though a long period of incarceration alone may not be a sufficient reason to grant bail to an accused in a case which is punishable with death or life imprisonment, however, it would weigh with the court while considering a balance to be struck between the interest of the prosecution or society and the rights of the accused guaranteed under Article 21 of the Constitution.

"It is to be remembered that pending trial, bail is the rule while jail is an exception. Also, the purpose of keeping an accused in jail during the trial is to ensure that he faces trial, does not abscond and, if found guilty, is available to serve his sentence. The purpose is not to punish the accused," Justice Navin Chawla said.

The court, however, denied bail to the fourth accused, Nazim, saying important public witnesses are yet to be examined by the prosecution and there is a likelihood that if released on bail, he may influence or threaten them.

LS polls: AAP forms panel to strengthen coordination with INDIA bloc partner Cong in Delhi New Delhi

Even as Delhi Congress leader Om Prakash Bidhuri quit the Grand Old Party over its alliance with the Aam Aadmi Party, the AAP has formed a committee to strengthen coordination with its INDIA bloc for the Lok Sabha polls in New Delhi. It has appointed MLA Durgesh Pathak as the panel's coordinator.

The seven parliamentary seats in the national capital will go to polls on May 25 in the sixth round of the seven-phase elections.

"The coordination committee has been formed by Aam Aadmi Party (AAP) national general secretary (organisation) Sandeep Pathak. Durgesh Pathak has been chosen as its coordinator," the party told the PTI.

Delhi Congress leader Om Prakash Bidhuri quits party over AAP alliance

Delhi Congress leader Om Prakash Bidhuri on Thursday resigned from the party citing the alliance with the AAP as the reason behind it.

The resignation comes days after Arvinder Singh Lovely stepped down from the post of the Congress' Delhi unit chief and former MLAs Neeraj Basoya and Naseeb Singh quit the party in protest against the alliance with AAP, a PTI report said.

Bidhuri claimed "thousands" of Congress workers were against the coalition with the Aam Aadmi Party (AAP) in Delhi. "I have resigned for many reasons, but the main reason is the Congress' alliance with the AAP in Delhi. I have expressed my feelings by giving my resignation. Thousands of workers are not happy with the alliance.

"The AAP came to power by abusing the Congress. We all had expressed our feelings when Arvinder Singh Lovely was president but no one listened to us. The alliance is against the workers' feelings, so I have resigned," Bidhuri said.

He said he has no immediate plans of joining any political party. The Congress had on Tuesday appointed former MLA Devender Yadav as the interim president of its Delhi unit.

Swati Maliwal slams LG over termination of DCW contractual staff

Former Delhi Commission of Women (DCW) chief Swati Maliwal on Thursday slammed the Delhi Lt Governor over the issue of termination of contractual employees of the commission questioning how it will function if most of its staff are dismissed.

'The LG (Lt Governor) in his Tughlaqi farman (arbitrary order) has asked for removing all the contractual staff (of DCW). There are 90 staff in DCW out of which only eight are permanent and the rest 82 are contractual workers employed for low wages at three months contracts,' AAP Rajya Sabha MP Maliwal said at a press conference, the PTI reported.

She said if all the contractual staff are removed then 'how will eight employees run the women helpline, crisis intervention centre, rape crisis cell, Mahila Panchayat? Where will the hundreds of women and girls who come to seek help here go?' According to officials, the termination has been carried out on the basis of a report submitted by a committee way back in June 2017.

People will respond to Delhi CM's arrest through votes, says Sunita Kejriwal in Gujarat

People are smart and will respond to the BJP's move to put AAP national convener and Delhi Chief Minister Arvind Kejriwal behind bars through their votes, his wife Sunita Kejriwal said in Gujarat on Thursday.

As per a PTI report, Sunita held election rallies for candidates of the Aam Aadmi Party (AAP) in Bharuch and Bhavnagar Lok Sabha constituencies in Gujarat. “They (BJP) have put Arvind Kejriwal forcefully behind bars during elections so that his voice doesn't reach the people. But the people are very smart and they will respond with their votes,' she told media persons at the airport.

Kejriwal was arrested on March 21 by the Enforcement Directorate (ED) in a money laundering case related to the Delhi government's now-scrapped excise policy. He is currently lodged in the Tihar jail in the national capital under judicial custody.

Noida resident held for sharing deepfake video of UP CM Yogi Adityanath

A man in Uttar Pradesh was arrested by the Special Task Force for allegedly circulating an AI-generated deepfake video of Chief Minister Yogi Adityanath.

The video aimed to spread misinformation and bolster anti-national sentiments.

The accused, Shyam Kishor Gupta, was charged with forgery and creating public mischief under relevant sections of the Indian Penal Code and the Information Technology Act.

Gupta, claiming to be the president of a street vendors' welfare association, was apprehended following an investigation by the Noida Cyber Crime police station. (PTI)

Delhi L-G approves removal of 223 DCW staffers, cites appointments by Swati Maliwal ‘illegal’

The Delhi Lieutenant Governor V K Saxena has approved the removal of 223 contractual staffers at the Delhi Commission for Women, deeming their employment “irregular” and “illegal”. The DCW received an official notice for their immediate removal dated 29 April.

“The approval of government is hereby conveyed to DCW to discontinue service of all contractual staff with immediate effect who have been appointed by the DCW at any point in time, by going beyond its delegated powers and without following various procedures laid down and in violation of DCW Act/rules/regulations/guidelines issued by Govt. of NCT ofDelhi,” the notice read.

Delhi Court allows ED to quiz former DMK's Jaffer Sadiq, others in Tihar in drug-related case

A Delhi court on Wednesday allowed the Enforcement Directorate to quiz former DMK member Jaffer Sadiq and four others in Tihar central jail in connection with a drug-related money laundering case.

Special Judge Sudhir Kumar Sirohi allowed the ED to question Sadiq, Mukesh P U, Mujeepur Rahaman R, Ashok Kumar and S G Sadanandan (Sathanantham) from May 8 to 10.

The judge also allowed the ED officials to carry their laptops, printer and other required items to the jail for recording the statements of the five accused persons.

The judge passed the order on an application filed by ED's Special Public Prosecutor N K Matta, who also told the court that the accused were required to be confronted in relation to the recovery of 50 kg of pseudoephedrine. (PTI)

Revanth Reddy's lawyer denies he posted doctored video of Amit Shah's speech; Jharkhand Cong chief also summoned

Telangana Chief Minister A Revanth Reddy's lawyer appeared before Delhi Police on Wednesday and asserted that the Congress leader had nothing to do with creating or posting the doctored video of Amit Shah's speech.

Reddy, who was summoned by the police here for allegedly posting the video on X, hit out at the BJP at a rally in Telangana, accusing Prime Minister Narendra Modi and Union Home Minister Amit Shah of adopting a vengeful attitude against him for questioning the BJP over its stand on reservations.

Police sources said they are close to identifying the creator of the deepfake video but before reaching out to the suspect they have to verify about others who uploaded or forwarded it.

Notices have also been served to five more people from different opposition parties for allegedly sharing the video.

Jharkhand Congress president Rajesh Thakur has also been summoned by the Delhi Police on May 2 in connection with the probe, a party spokesperson said on Wednesday. (PTI)

Delhi hoax bomb threats: How did Delhi Police rush their dog and bomb squads to more than 100 schools?

The Delhi Police on Wednesday was put through a test when it had to rush their dog and bomb squads to more than 100 schools which received a bomb threat via e-mail.

As schools scampered to bring the students of safety, the city police too went into an overdrive after their emergency phone started ringing from 6 am with bomb threat reports – a situation that lasted till 3 pm.

"Every district has its own one bomb squad and one dog squad. If needed, we take help from other districts. But today the situation was totally different as all the schools of Delhi in different 15 districts received bomb threats through e-mail," a senior police officer said, who wished not to be named.

According to police, 22 schools received bomb threat in Shahdara, 18 in south Delhi, 21 in west Delhi, 24 in east Delhi, 30 schools in southwest, 16 schools in the outer Delhi.

Another senior police officer, who requested anonymity, said that they did face a bit of a problem in moving the dog and bomb squad immediately, but they managed the situation. "There are almost 20 members in the dog and bomb quad. We divided those members according to the call. We also directed them to make no hurry," said the officer. (PTI)

As regions in India witness heatwaves, Delhi's maximum temperature drops to 33.7 degrees Celsius

Delhi's maximum temperature on Wednesday dropped to 33.7 degrees Celsius, five notches below normal, according to the India Meteorological Department.

On Tuesday, the capital recorded a maximum temperature of 36.5 degrees Celsius, three notches below normal.

Kuldeep Srivastava, scientist and Head of the Regional Weather Forecasting Centre, told PTI "On Wednesday, the maximum temperature will drop to 35 degrees Celsius due to strong surface winds." After May 2, the temperature will start rising again in the capital. he said.

The weather office has forecast mainly clear skies for Thursday with strong surface winds at speeds of 35 to 45 kmph during the day.

On Thursday, the minimum and maximum temperatures are likely to settle at 37 and 21 degrees Celsius, respectively, the weather office said. (PTI)

2020 Delhi riots: Court sentences man to 10 years imprisonment for torching houses

A court here has sentenced a convict to rigorous imprisonment for 10 years for setting ablaze two houses during the 2020 northeast Delhi communal riots.

Additional Sessions Judge Pulastya Pramachala was on Tuesday hearing the case against the convict Jony Kumar, who had been held guilty for the Indian Penal Code (IPC) sections 148 (rioting, armed with a deadly weapon) and 436 (mischief by fire or explosive substance with intent to destroy house, etc.) read with the offence of unlawful assembly.

Kumar was also convicted under IPC section 188 (disobedience to order duly promulgated by public servant) on February 14 this year.

The prosecution had accused Kumar of being a part of the riotous mob that torched two houses in the Khajuri Khas area here on February 25, 2020 during the riots.

Special Public Prosecutor Naresh Kumar Gaur sought maximum punishment for the convict, saying "it is our duty as a society to protect the safety and security of our communities". (PTI)

Minute-by-minute updates, buses on standby; How did schools in Delhi calm panic-struck parents amid bomb threat

From not informing students about a bomb threat to giving minute-by-minute updates to parents about their wards, schools in Delhi-NCR took several measures on Wednesday to ensure that there was no panic-like situation due to a hoax e-mail received by them.

Several schools said they were able to carry out a swift evacuation of the students and staff, but dealing with the parents was a challenge.

Some schools said they plan to issue a circular for parents, outlining the standard operating procedure to guide them on how to react in adverse situations like these.

"We hold frequent evacuation drills to prepare students for situations like an earthquake or other natural calamities. So handling the students was not a problem as our children are trained on how to react during such situations. It was the parents who panicked and were difficult to manage," Sudha Acharya, principal, ITL Public School, said.

Following the hoax bomb threat in at least 100 schools in the capital and neighbouring Noida, the Delhi government issued an advisory for schools, asking them to ensure that the e-mails received at their official e-mail addresses are checked timely. (PTI)

The anti-terror cell of Delhi Police will investigate the bomb threat to over 100 schools in Delhi received through email on Wednesday, according to a senior police official.

The case is being registered with the Special Cell and a dedicated team will be formed to conduct the investigation, the official said.

"The matter is related to national security. It needs a deeper probe," the official said.

In a scare of unprecedented scale, at least 100 schools in the Delhi-NCR area received an identical bomb threat by email early Wednesday, triggering mass evacuations and searches as panic-stricken parents rushed to pick up their children.

The threat was declared a hoax as "nothing objectionable" was found during searches, the police said. (PTI)

No attachment of properties under PMLA after acquittal in scheduled offence: Delhi HC

The Delhi High Court has held that no proceedings under the Prevention of Money Laundering Act (PMLA), including attachment of properties, can continue after the accused is acquitted in the predicate offence even if an appeal against it is pending.

The court's order was passed on an appeal by the Enforcement Directorate (ED) against a trial court's decision to discharge the accused persons of charges under PMLA after they were acquitted of the scheduled offences under the Indian Penal Code.

After the discharge, the trial court also released all the immovable properties and ordered the de-freezing of all the bank accounts of the accused persons.

Justice Vikas Mahajan rejected the investigating agency's contention that since the appeal against the acquittal is pending before the high court concerned, there is no finality and, therefore, the attached properties cannot be released.

Holding that the trial court rightly discharged the accused persons after acquittal in the scheduled offence, the judge said the scheduled offence and the proceeds of the crime generated through it are the foundation for the offence of money laundering and once that very foundation gets "knocked out", the charge of money laundering will not survive. A senior Delhi Police officer said that investigation into the origin of the hoax emails with bomb threats sent to Delhi schools have revealed that while the sender used a Russian IP address, the role of an organisation and a conspiracy behind the same is being probed.

Around 100 schools in Delhi and the National Capital Region (NCR) received a bomb threat email in the early hours of Wednesday. These include at least five schools in the southwest, three in the east, and 10 in South Delhi. The schools received the threats on their official email IDs around 4 am.

Telangana Chief Minister Revanth Reddy's lawyer appeared before the Delhi Police on Wednesday in connection with a case involving a doctored video of Union Home Minister Amit Shah's speech.

The Delhi Police had served Reddy a notice under section 160/91 of the Code of Criminal Procedure after the video was allegedly shared by his X handle.

Reddy's lawyer Saumya Gupta told the media that the handle through which the video was shared did not belong to Reddy.

As police scan premises, parents take students out of school at Sarita Vihar

‘Frame compensation policy for Chinese manjha victims’: High Court sets 8-week deadline to Delhi govt

The Delhi High Court has directed the Delhi government to frame a comprehensive policy for granting compensation to people who have lost their lives and limbs in accidents due to the use of Chinese manjha, the glass-coated synthetic/nylon strings used in kite-flying.

A single judge bench of Justice Subramonium Prasad in its April 29 (Monday) order said that it is “pained to note” that despite various court orders directing initiation of steps to ensure that the glass-coated synthetic/nylon strings are not sold in the market, a “number of persons are losing their life and limbs because of Chinese manjha year after year”.

Justice Prasad, thereafter, said, “It appears that the policy has yet not been framed by the government. Status report on behalf of respondent/Delhi Police has also not been filed”. Read

HC rejects PIL seeking campaigning rights for arrested political leaders

The Delhi HC has dismissed a PIL seeking a direction to the Election Commission of India (ECI) to "immediately develop a mechanism", ensuring that arrested political party leaders or candidates are allowed to campaign during elections.

The plea moved by a law student, states that he is aggrieved by the "timing of the arrest of political leaders" after the announcement of the ECI's model code of conduct (MCC) for the Lok Sabha elections. The petitioner says he is particularly aggrieved with the timing of Delhi Chief Minister Arvind Kejriwal's arrest by the Enforcement Directorate (ED) on March 21.

“This is an attempt to drag the court in a political thicket. This is all a little bit of propoganda and publicity. This petition is contrary to Fundamental Principles of law. We cant allow someone who is in custody vide a judicial order to campaign through video conferencing. Can we make the law? We cant legislate. We dont decide policy matters,” a bench of Acting Chief Justice Manmohan and Justice Manmeet Pritam Singh Arora underscored.

“Today If a candiate standing in election commits a murder then according to you because MCC is in force he wont be arrested? According to you he should be allowed to campaign. Please see what you are saying. Then People who are involved in rape murder kidnapping cases will start floating a political parties before the elections. This is not the law,” the bench further said.

The HC stopped short of imposing costs on the petitioner while asking his counsel to teach him the separation of powers envisaged in the constitution of india.

HC petition urges urgent action against deepfake videos ahead of 2024 Lok Sabha elections

A petition has been mentioned today before the Delhi HC for urgent listing, against “circulation of deep fake videos” claiming that it can influence the upcoming lok sabha elections 2024.

The mentioning was done by Senior Adovate Jayant Mehta before a division bench of Acting Chief Justice Manmohan and Justice Manmeet Pritam Singh Arora.

Mehta said that deepfake videos are circulating and creating a narrative of misinformation. Mehta said that an application was made to the Election Commission of India as well to take action on April 29.

On the court’s query Mehta said that it had applied to the private platforms airing the videos regarding the issue however by the time the videos are taken down the damage will be done.

Mehta said that the framework under the Information Technology Act the action takes time.

Asking the ECI’s counsel to take instructions, the HC said that the petition will be listed tomorrow(Thursday).

5 Delhi schools receive bomb threats, searches underway

Panic gripped schools in the national capital after five of them received bomb threats here on Wednesday morning, police officials said.

Mother Mary School at Mayur Vihar, Delhi Public School at Dwarka, Sanskriti School in Chanakyapuri, Delhi Public School at Vasant Kunj and Amity School in Saket have received bomb threats via email, they said.

All five schools have been evacuated after local police was informed about the emails, they added.

Bomb detection team, bomb disposal squad and officials of Delhi Fire Service have been rushed to the school and a search operation is underway, a police officer said.

More schools are said to have received a similar threat mail and it is suspected that one person was behind it all, an officer said.

Security agencies, including Delhi Police Special Cell, are looking to find the source of the email. (PTI)
